The Roanoke Island Transportation Committee, consisting of members from Dare County, the Town of Manteo, the Coastal Studies Institute, the Roanoke Voyages Corridor Committee of the Roanoke Island Commission, and the Dare County Airport Authority, collectively identified a need to develop a comprehensive tranportation plan for the Town of Manteo and the northern end of Roanoke Island. They believed that the plan should examine the existing and future influences on the transportation system over the next 20 years. To accomplish the task, the RITC commissioned Kimley-Horn and Associates to prepare this comrehensive transportation plan that includes the U.S. Highway 64 corridor through the north end of Roanoke Island, the local street networks through adjacent residential neighborhoods, and the Waterfront area.
